Bylaws No. 05-04 and 08-04 (along with amendments) regulate development within the R.M. of Pense No. 160. Consolidated versions of our Zoning Bylaw and Official Community Plan (OCP) are available at a cost of $25.00 per set. These zoning documents contain small maps of the hamlets of Keystown and Stony Beach, the Industrial park and a colored Zoning Map or Land Use Concept Map.
Please contact the municipal office early in your development process to allow for the timely processing of inquiries and permit applications.

Development Permit:
A development permit application and site plan drawing must be submitted and the applicable fee paid for most development within the R.M. The fees are:
- Residential - $75
- Agricultural - $75
- Commercial - $150 (for a value of development up to $350,000)
- Industrial - $600 (for a value of development over $350,000)
* plus any additional administration, advertising or consulting fees incurred by the municipality.
Development permits are required to ensure the proposed development conforms to the policies contained in our Zoning Bylaw and OCP.

Development Permit Application Information
Building Permit:
The R.M. contracts it’s building inspection services to MuniCode Services Ltd, Warman, Saskatchewan; Phone: (306)955-6355.
Buildings over 100 square feet are required to have a valid building permit. Buildings that are exempt from this requirement are: Agricultural out buildings including granaries, sheds, barns, etc.
A building permit application (which includes a set of building plans) must be submitted to the R.M. for approval prior to the commencement of any building.
Building permit fees are calculated on:
- Plan reviews
- Number of inspections required.
On the building permit application, Value of Construction means: the total cost of the building to the owner in its competed form and includes the cost of all building work, materials of construction, building systems, labour, overhead and profit of the contractor and subcontractors. The cost of labour and used material are deemed to be the current market cost of new material and labor.
Building Permit Application
Subdivision:
The R.M. Zoning Bylaw currently allows one subdivision per quarter section. The size of the subdivision should be between 2 – 20 acres. Council has the discretion to increase the maximum size of a subdivision if it meets a number of criteria. In addition, one additional subdivision per quarter section may be allowed if it is considered a “cut off” parcel - that is physically separated from the remainder of the quarter section by a road, railway or watercourse. The other important requirement is minimum site frontage of 30 meters.
The R.M.’s planning consultant is John Wolfenberg of Professional Community Planning Services Ltd., Regina, Saskatchewan. The subdivision process includes:
- Contacting the R.M. office to discuss and review the proposed subdivision.
- Hiring a land surveyor to complete the subdivision application form and prepare a proposed survey plan.
- The Community Planning department of Ministry of Municipal Affairs will review the subdivision application and request comments from the R.M. as well as utility companies, Public Health, etc.
- If Community Planning approves the subdivision the survey plan must be registered with Information Services Corporation (ISC) and a new title obtained.

Rezoning:
The R.M. currently has the following zoning districts within the municipality:
- Agricultural (majority of the R.M.)
- Hamlet Residential (hamlets of Keystown and Stony Beach)
- Industrial (an area around the Mosaic, Saskferco, Canadian Salt and Terra Grain Fuels site)
If the type of proposed development is not allowed in a certain zoning district, an applicant can ask Council to change the zoning. If the change is agreeable to Council and does not compromise municipal zoning goals an amendment to the municipalities Zoning Bylaw and Basic Planning Statement is required. This entails:
- Advertising (twice) in a local paper details of the proposed changes (the applicant pays for this advertising).
- The R.M. holding a public hearing to hear comments from any interested parties.
- Approval from the Community Planning department of the Saskatchewan Government.
